Felon with Guns, Drugs, and a Fake Federal Badge Near Independence Mall
Philadelphia police say the story began when U.S. Park Police spotted 44-year-old Eugene Horsch with a woman near Independence Mall.[5] A ranger reportedly heard the woman say, “you’re going to hurt me,” which triggered closer scrutiny from officers.[2] When they checked Horsch, they found cocaine, fentanyl, and marijuana, a switchblade, and two firearms with obliterated serial numbers in his vehicle.[1][2][6] Court records show he is a convicted felon, barred from having any guns at all.[1][2]
Investigators say Horsch also carried what looked like Drug Enforcement Administration credentials, including a badge and identification bearing his photo but a different name.[1][2][3] Police later described these as fake federal IDs, including a Drug Enforcement Administration card and another ID tied to a missing woman.[2] According to local reports, officers also recovered other false federal identification documents during the arrest and initial search.[2][3] His bail was set at $500,000 on weapons and drug charges while the wider probe continued.[2][6]
Chemicals, Ammunition, and “Very Strange” Evidence Inside the Olney Home
The arrest led officers to a rowhouse on West Chew Avenue in Philadelphia’s Olney section, where they served a search warrant.[2] Police and federal agents say they found another handgun, more than 120 pieces of ammunition, narcotics, and signs that Horsch may have been trying to grow or produce drugs.[1][2][6] In the basement, they discovered bottles of chemicals, a 55-gallon drum hooked to water lines, and other equipment that bomb technicians and homicide detectives found concerning.[1][2][6] Officials called it one of the strangest setups they had seen in a city home.[6][9]
Deputy Commissioner Frank Vanore told reporters the chemicals could become dangerous if certain ones were mixed and ignited, but said investigators still do not know exactly what Horsch was doing.[1][2] Federal specialists, including forensic chemists, are now helping test the substances to determine whether they were meant for drug production, explosives, or something else.[6][19] Despite dramatic social media rumors, Vanore stressed that no human remains were found inside the property, even though homicide detectives were involved because of their experience with complex scenes.[1][2][6]
Fake DEA Badges, Missing Women, and a Wider Pattern of Impersonation
Sources linked the Chew Avenue house to at least two missing women, including one whose name reportedly appeared on a fake identification card found with Horsch’s female companion.[2][3][12] Family members of a long-missing woman have told local media she was last seen at that Olney home years ago, adding emotional weight and public concern to the search.[3] Federal Bureau of Investigation agents are now combing through computers, documents, and equipment seized from the property to look for links to missing persons or broader criminal networks.[2][9]

This case also fits a growing national pattern involving counterfeit Drug Enforcement Administration badges and IDs used to impersonate federal agents.[11][13][14] Customs and Border Protection officers have seized batches of realistic fake Drug Enforcement Administration and Federal Bureau of Investigation badges shipped from overseas factories to addresses across the United States, including Pennsylvania.[11][13] The Drug Enforcement Administration has repeatedly warned that scammers use such fake credentials to threaten Americans, extort money, and steal personal information, and that real agents will never demand payment or sensitive data over the phone.[14][15]
Defense Pushback, Criminal History, and What Comes Next
Local reports describe Horsch as having a long criminal record that includes multiple drug charges and a recent stabbing accusation, though that assault case was dropped when a witness failed to appear in court.[6] His attorney, Jerome Brown, insists police are “barking up the wrong tree” and claims many of the suspicious chemicals belonged to Horsch’s deceased father, who had his own history of forgery and other trouble.[6] Brown argues the substances are not dangerous, but has not released lab reports or records to back up that claim.[6]
For now, Horsch faces state charges for possession, possession with intent to deliver narcotics, and several violations of laws that restrict gun ownership by felons.[2][6] Federal investigators are still testing the chemicals and reviewing the fake Drug Enforcement Administration badge and IDs to see whether they came from a larger counterfeit operation.[2][11][13] Officials have tried to calm the community, saying there is no immediate danger from the home at this time, yet neighbors remain uneasy knowing a house on their block held guns, drugs, and strange chemical equipment for years.[1][2][6]
