These operations involve multiple shell companies sharing the same trucks under different DOT registration numbers to evade federal safety oversight. The network shared 139 vehicle identification numbers between AJ Partners and Tash Express Inc., plus 36 VINs with KG Line Group. This textbook fraud allowed operators to circumvent federal safety regulations, avoid legal liability, dodge customer blacklists, and exploit commercial drivers through predatory leasing arrangements—all while racking up nearly 100 crashes and countless FMCSA violations since 2020.

Pennsylvania Enabled Deadly Incompetence

Governor Josh Shapiro’s Pennsylvania administration handed Beishekeev a commercial driver’s license despite his illegal immigration status and questionable qualifications. This represents a catastrophic failure of state responsibility and public safety. DHS Assistant Secretary Tricia McLaughlin stated bluntly that these decisions had deadly consequences leading to the death of four innocent people.
